Transportation Committee Meeting Notes September 2009

(meetings held every third Tuesday from 6:00-7:00 pm. – Sprague Branch Library)

Committee members met for a tour of the Jordan & Salt Lake City Canal corridor for the September meeting.  Below is the agenda and outline of issues covered.

 


Agenda for Sugar House Community CouncilMeeting with SLC officials, Wednesday, September 16, 9-10:30 am

Discussion will focus on the Jordan & Salt Lake City Canal corridor from Elizabeth Sherman Park to Hollywood Avenue Issues:  

  • Protection of the canal structure; 
  • Preparation of a plan and policy for decision-making regarding the Canal; and 
  • Use of the canal corridor for a bicycle and pedestrian trail.Resources:

Agenda

  1. Meet at Sprague Branch Library; introductions and distribution of maps and handouts.
  2. Brief review of past efforts to establish a trail along the canal alignment (See bullets below)
  3. Walk to Urbana on 11th construction site (Hollywood Ave) to see actual location of the canal.
  4. Follow canal south through the Granite block to the I-80 overpass on Highland.
  5. Return to Sprague Library.

Past actions by the Sugar House Community Council:

  • CDBG funding for the Elizabeth Sherman /Salt Lake Canal Pedestrian Mall (completed in 1988;)
  • Letters to Planning Division in 1998 and 1999, seeking assurance that a parking lot at 1986 S. 1100 East should not prevent future development of the Salt Lake/Jordan Canal trail to the west of the lot.
  • Two letters to Salt Lake City Public Utilities and City Planning sent in 2001, supporting public access to the canal corridor;
  • Two letters to City Council representatives sent in 2005, asking for help to prevent encroachment on the canal corridor and to fund a master plan to guide decisions about using the canal right-of-way;
  • Meetings in 2005 with Councilmember Jill Remington Love to discuss trail improvements in District Five, and subsequent issues concerning encroachment and potential damage to the canal from construction projects; 
  • Two motions passed by SHCC in 2007 in support of the canal trail, which were sent to the previous administration, followed by letters to State Representatives, requesting help to protect the canal corridor from impacts of widening I-80;
  • March 2008 Meeting with Mayor Ralph Becker to present Sugar House Community Council request for design and construction of Canal/McClelland Trail between Elizabeth Sherman Park and Hollywood Avenue.
  • October 2008 Meeting with Frank Gray to discuss development of Canal/McClelland Trail through the Business District, in conjunction with redevelopment of the Granite Block. 
  • SLC CIP Application for 2006-2007 Funding for the McClelland Trail Corridor Master Plan; 
  • SLC CIP Application for 2007-2008 Funding for the McClelland Trail Corridor Master Plan;  and
  • SLC CIP Application for 2009-2010 Funding for the McClelland Trail Corridor Master Plan. 

Notes from meeting with Frank Gray, 10-29-2008:     Frank said that he supported the latest CIP application for funding to study the canal. He said the study would help to define the opportunities and obstacles for the corridor. Observing that trails don’t happen overnight, Frank said that, piece by piece, as redevelopment projects come up, the trail can be incorporated in the plans.

Recommendation:   Approach the design for a trail as though it were a transportation facility.

  • Get SLC Transportation to think of trails as transportation opportunities.
  • Get SLC Planning to implement the Open Space Master Plan re: the Canal/McClelland Trail.
  • Get SLC Public Utilities to agree to construction of a bike/pedestrian trail within the canal right-of-way. The Canal/McClelland Trail will extend south to Cottonwood Mall, cross the Parley’s Trail at Sugarmont Ave. and extend north to connect with the Transvalley Corridor. The Sugarmont Crossing will be on the same alignment as the proposed Sugar House Trolley. 

Recommendation: Consider the economic development potential of a bicycle/pedestrian crossroads in the Sugar House Business District.

  • Persuade SLC CED to view the areas around these intersections in the same way as transit hubs, with opportunities for transit-oriented development with services and specialty retail shops that cater to bicyclists and transit-users.
  • Design of the Granite block should incorporate the Canal/McClelland Trail into the development.
  • Development of the aggregated public property that results from realigning Wilmington and Sugarmont should be planned with consideration of the Sugarmont Crossing.
  • Any future development of private properties adjacent to the canal corridor should be conditioned upon granting a public access easement for the trail.
