Transportation Committee Reports

The purpose of the Transportation Commission is to work as a committee to maximize benefits from transportation-oriented planning and development for the Sugar House community and the larger Salt Lake City area. Maintain and encourage awareness of all transportation modes including vehicular, transit, light rail, commuter rail, trolley, pedestrian, bicycle and other forms of transportation. Work for solutions and recommendatiosn to transportation issues that improve both the environment and sustainable character of the community.

Committee responsibilites include:

Maintain oversight of all forms of transportation planning, design and construction activities in the Salt Lake City area that impact the Sugar House area. Participate in public hearings, meetings, and surveys and work proactively with transportation project organizations and other stakeholders.
Provide suggestions and recommendations to improve walkability, safety and sustainability of the Sugar House community.
Monitor and encourage progress towards the consideration of alternative modes of transportation, in addition to cars, within SHCC boundaries and SLC at large, including but not limited to: light rail, monorail, trolleys, pedestrian plazas, street malls, crosswalks and walkways, traffic calming, dedicated pedestrian and bicycle paths.
Inform Sugar House residents via the community council website of development and issues that impact the community.
Brief the Sugar House Council and committees on issues directly impacting the Sugar House area.
Hold regular committee meetings to review current issues and develop strategies to achieve success in transportation planning, design, and construction. Provide reports on meeting discussions and recommendations.
Monitor public input and attitudes toward transportation related issues.
Facilitate two-way communications with the community stakeholders including not only the general public, but businesses, agencies, government entities, and organizations affected by changes and trends in transportation.
Apply for transportation-oriented grants available for the general improvement of the Sugar House community.
Encourage awareness of Master Plans and other documents pertaining to transportation and provide active feedback for improvement.
Coordinate with other community councils or entities involved in sporta projects that indirectly or directly affect the Sugar House area.

3. UTA Route Changes

a. Rawlins informed the attendees that UTA is planning a “change day” in August 2011 that will impact the Sugar House Area. It was suggested that an individual from UTA make a presentation to the Sugar House Community Council about upcoming changes prior to the UTA’s announcement of the final service plan in April or May.

4. List of possible areas of focus for the Transportation Committee:

a. Mapping of upcoming construction projects

· Sugar House Draw: Approximately 2300 South 1300 East

· Sugar House Apartments: 2025 and 2033 South 1200 East

· Mecham Development: 2100 South and 1100 East

b. Sugar House Street Car Alternatives Analysis, Land Use Analysis, Circulation, Streetscape and Housing Study

· Helen Peters has been asked by Salt Lake City to represent the Transportation Committee on the Advisory Board

c. Coordination with SHCC Parks, Open Space and Trails Committee (POST) on trails and Canal McClelland

d. Recruiting individuals to serve on the committee

e. Recruiting representative for Salt Lake City Transportation Advisory Board from District 7

Transportation Committee - Nibley Park area traffic calming petition

Council District 7-Sugarhouse / Nibley Park area residents.

We are petitioning the city to address our concerns for speeding on 600 East between 2100 South and 2700 South.

The Neighborhood Committee has suggested the following proposals in reclaiming our streets. We realize the current economic issues addressing us all at this time and are seeking low cost first step proposals to provide a safer neighborhood.

As a first phase to gain control of our street, we request additional speed limit be placed on 600 East to reinforce and make motorist more aware of the legal posted speed limit of 25 MPH on our residential street. There are only two signs south bound from 2100 South, and one north bound from 2700 South, Future installation of the flashing speed limit signs is optional.

As a second phase we suggest reducing the perceived “Wide Open Roadway” street width of 40 feet, by installing a pavement marking centerline and possibly shoulder strips or bike lane additions (on the existing bike route) to narrow the roadway.

An alternative second phase would be to increase awareness of the existing pedestrian cross walks by painting and signing upgrades. There is one cross walk marked at the church (Warnock Avenue 600 East) with no pedestrian crossing signs and no other crosswalks between 2100 South and 2700 South.

Motion: That the Sugar House Community Council write a letter in support of this petition that addresses the concerns of the Nibley Park neighborhood in regards to speeding on 600 East between 2100 South and 2700 South.

Committee members met for a tour of the Jordan & Salt Lake City Canal corridor for the September meeting. Below is the agenda and outline of issues covered.

Rawlins Young is working through the Salt Lake City Mayor’s Office to organize a tour of Mayor representatives and City Planning representatives along the proposed Salt Lake Jordan Canal Trail. The general goal is to organize support for establishment of a pedestrian and bicycle trail along this route.

Members agreed there is a need to develop a larger transportation committee.

Larry Migliaccio reported SHCC (Sugar House Community Council) was not successful in winning a walkable communities grant applied for in late June. There were approximately 68 applicants and 10 grants.
