The committee met on May 16, 2010. Those present were Judi Short, Wayne Mills, Aabir Malik, Derek Payne, Larry Migliaccio, Jim Brown, Rawlins Young, Grace Sperry, Mike Malloy, and Lance Bullen. The group from Woodbury Mixed Use project presented the changes they had made to the project since it was last seen at the Sugar House Community Council on September 2, 2009. The drive on the East of Redman will still link the Redman parking lot to 2100 South, but will not go through the parking structure. The Hollow access is proposed to be moved to the west side of the Redman property, is approximately 15 feet wide, and will go all the way to the Hollow. There are now 260 parking stalls, more than is required, which leaves room for parking for other visitors to the Hollow, or using the space on the first level of the building. There are 162 beds in the housing. Retail space is now 2 stories tall, instead of on one floor, and the other side is two levels of housing on half of the first and second floors. The north retail parking along the Chevron station is surface parking (about 14 spaces) and more space in the terrace. The east side of the building now has housing units with a balcony, which addresses our concerns about the plain wall in the first drawings. Security from Westminster College will patrol the area. We asked about how someone could get from 13th East down to the Draw. There is a stairway that gets you down to the Westminster Academic Level deck and then down onto the draw. Currently, there is no ADA access planned at that location. If that becomes a city requirement, the city will have to work on that issue. The issue of the easement at the Draw is now strictly between Salt Lake City and Mecham to resolve. The Planning Commission will hold a briefing on this project on June 16. No public comment will be taken. Texas Street Rezone from Institutional to Residential was approved by the City Council May 5. Chik Fil A has not been scheduled before the Planning Commission at this time. Nielsen PUD Neighbors to the south and west have indicated their opposition to the project, they feel there is a loss of privacy to their rear yards because of large houses going on small lots. We have asked them to meet with the neighbors, and come back and meet again with the SH Land Use Committee at the June meeting. Unit Legalization 972 Garfield This is in the Westminster neighborhood, legally a tri-plex but has been functioning as a 4 plex for many years. The 4th unit does not meet code, it is very small, bathroom is not private, ceilings are low, no fire exit. I told the petitioner that I would not sign off that we approved it until he brings it up to code, which may not be possible. He can appeal to the Board of Adjustment. He is concerned about the elderly tenant who has been in the apartment for many years. This item will be on the SH Land Use Committee agenda June 21.
