We met on December 15. Present were Judi Short, Chair; Grace Sperry, Benny Keele, John Mulder, Dave Mulder, Amy Barry, Susie Petheram, Kevin Packer (Redman) Wayne Mills (SLC Planning), Joe and Paula Sargetakis (Texas Street), Deborah Kerr (Chik Fil A).
Redman Building - Kevin Packer from Pacific Group came to talk to us about possibly reducing the housing component of the building. No one is buying high end condo housing right now, and he has had a number of inquiries and thinks he could fill it with commercial tenants. A bank will only finance tenants if over 60% of the building has sold. On top of that the banks want 50% cash. He has put quite a bit of money into the purchase and upgrading of the building, and the housing units will still require more finishing. He projects a $3-4 mil loss on the building. He is asking if we would support reduction in the housing. Originally, it was one floor retail and the rest residential. The committee was generally supportive if it didn’t create a precedent for future development. He would donate back the piece on the east side of building (PRATT right of way) and still maintain west side access. He is working with Woodbury for some additional parking in the proposed Woodbury Parking Terrace. He is asking for a change in the ordinance, but the committee didn’t think that was a good idea. Currently a 30’ height is allowed on the parcel, but 105’ if housing is part of the project.
1942 Texas Street Rezone from Institutional to Residential This parcel was originally an LDS church, which has now been torn down and merged with the Stake Center across from Dilworth School. The land has been cleared of all asphalt, etc. Paula and Joe Sargetakis want to rezone the parcel which is 1.8 acres from Institutional to R-1/7000, and build a single family home and a large garden for the off site sale of fresh produce. Institutional zone does not allow for a single family house. This would be licensed as a home occupation business. The committee had no objection to the project, which would be LEED certified. We urged the couple to spend some time talking with the neighbors about their plans to discover if there were any objections that could be addressed before this goes before the Planning Commission.
Chik Fil A Deborah Kerr representing Chik Fil A came to present a proposal to build a drive through restaurant on 21st south to replace the Lone Star Steak House. They would do a smaller building, 4128 feet compared to 6000 sf in the Lone Star, there would be a play area that would face 21st Street. The committee had serious concerns about traffic, as this is a dangerous intersection. Amy has adopted the crosswalk and is petitioning for a Hawk signal. They would be requesting a 20’ setback, which is a conditional use. The committee urged them to look at parcels West on 21st south closer to State Street, or further south along Highland Drive, where the traffic impacts would be more favorable for their project. Ms Kerr said recently they were trying to modify their design to better fit the design guidelines, and would file a petition about mid January.
Upcoming issues on the Planning Commission Agenda (Dates not yet available) DSL boxes, revised Liquor ordinance changes in neighborhoods, 1942 Texas Street rezone, Chik Fil A proposal on 21st south, Demolition Ordinance, the rezone request for 2028 Lake Street, and possibly the Redman Building.
The next meeting of the Sugar House Land Use and Zoning Committee will be on January 18 at 6:00 p.m. in the Sprague Library.
