Sugar House LUZ report October 2009 The Land Use Committee met on October 20. We reviewed two proposals:
- Legalize a tri-plex at 615 Warnock Avenue (2450 South). Tamra Hamilton presented pictures of her mother’s home, and a number of us had driven by to see the house. According to the Polk Directories, this house has been a tri-plex as far back as the 1920’s. The house was built in 1900. There is a big long driveway, and space to park five cars in the rear of the house. The committee approved this with little discussion, and felt it did not need to go before the entire council. Phil Carlson signed the required form.
- Petition PLNPCM2009-00929 Westfield Properties is asking to rezone the house at 2028 Lake Street. This house has been vandalized and will take quite a bit of money to make it habitable again. Instead they would like to rezone it from R-1/5000 to Commercial Corridor. Eventually they have plans to reconfigure the strip development from the Dee’s offices just west of the Qwest building on 21st south up to the Gandolphi’s Deli. Rezoning this house is the first step. This will be presented at the Sugar House Community Council on November 4. The full proposal will be emailed to all SHCC trustees before the meeting, This falls within the Westminster neighborhood, and Lynne Olson and Michael G. Kavanaugh will walk the block and let the neighbors know about the proposal and invite them to come to our meeting to hear more about the proposal.
Update on the Deseret Industries Proposal At the September 23 meeting of the Planning Commission, the proposal to have the Deseret Industries move into the former Circuit City building on 21st south was approved, with a number of conditions detailed in the September 2009 Land Use Report. The Deseret Industries continued to work on the proposal, and worked with the Planning Director, to have the plan meet all the conditions imposed by the Planning Commission. At the October 14 meeting of the Planning Commission, the Planning Director informed the Commission that they had resolved all the issues, and the revised plan was approved. The following proposals are on the Administrative Hearing Agenda for Thursday, November 12 t 5 p.m. in Room 126 of the City Building: If these are near your home, you should find out the details of the boxes and attend the public hearing: - PLNPCM2009-0096: Qwest Corporation DSL Conditional Use Qwest Corporation, represented by Ralph Vigil, requests conditional use approval to replace one existing utility box and install two additional utility boxes in the park strip of the public right-of-way adjacent to 759 East Parkway Avenue and 2400 South 800 East. The boxes would face Parkway Avenue and be approximately 4 feet tall and 3 feet wide.
- PLNPCM2009-00962: Qwest Corporation DSL Conditional Use Qwest Corporation, represented by Ralph Vigil, requests conditional use approval to replace an existing utility box in the public right-of-way adjacent to 2919 South 800. The box would face 800 East and be approximately 4 feet tall and 3 feet wide.
- PLNPCM2009-00967: Qwest Corporation DSL Conditional Use Qwest Corporation, represented by Ralph Vigil, requests conditional use approval install two additional utility boxes on private property located at approximately 2708 South 900 East. The boxes would face 900 East, be located behind an existing utility box, and be approximately 4 feet tall and 3 feet wide.
- PLNPCM2009-00969: Qwest Corporation DSL Conditional Use Qwest Corporation, represented by Ralph Vigil, requests conditional use approval install two utility boxes on private property located at approximately 1923 East 2700 South. The boxes would face Preston Avenue, be located in the rear yard, and be approximately 4 feet tall and 3 feet wide.
- PLNPCM2009-01003: Qwest Corporation DSL Conditional Use Qwest Corporation, represented by Ralph Vigil, requests conditional use approval for the replacement of a previous utility box in the public right-of-way adjacent to 2713 South Imperial Street. The box would face Imperial Street and be approximately 4 feet tall and 7 feet wide.

The next meeting of the Sugar House Land Use and Zoning Committee will be on November 17 at 6:00 p.m. in the Sprague Library. There are no agenda items identified at this time.
